Pursuant to this Executive Order, no by-election is to be held to fill TM's seat (unless HEM decides he wishes to have one). Therefore, rather than marking TM's seat as "vacant" on the masthead, his name should simply be deleted from the masthead, reflecting the reduction of the Senate to six seats.
