Done on the ministers. The Awards and Honors Act specifies that the nominee shall have the status conveyed at the end of the ceremony, so re-request then.

You however did have the non-voting member mask; I have now removed it as I should have done when I masked you as a citizen, so sorry about that – hopefully that works now!

I've actually had this issue before too, not with all links, but just certain ones refuse to render as links at all, even in the URL bbtag. Example: https://forum.nationstates.net/viewtopic.php?f=24&t=531501

Edit: it also seems like HEM had an issue with his post in the Ecstalcia thread where the forum replaced his internet archive invisionfree link with a bunch of asterisks, which I understand is a feature that applies to all posts given IF is a compromised site.
