Europeian Observer Panel signup

Because I don't wish to offend anyone, here's a thread where you can express your interest in serving as a panelist.

Even if you've already told me or I already know, still sign up here, please. Just so that I can look at this and go "Oh, right".

And, further note: I will not go in order, and instead pick randomly.
