Permission masks

I did a major reorganization of permission masks. I believe I made all the necessary changes, but given the scope of the reorganization there is still large probability that I have omitted something, in which case you may find yourself with very limited access.

With the new mask scheme, all permission masks have access to the admin office. So if an accident happened, you will be able to post here and admins will fix it.

Did you get rid of the subforums that used to be in this area, or are my eyes playing tricks on me again? *blinks awkwardly*

There are Evidence and Development which are now hidden (likely were also before for most masks), and I got rid of the restricted access as it was redundant. Instead, all masks can post in the main forum.
