A Look at the History of Arnhelm Declaration of Recruitment Standards
The treaty which shaped Europeian recruitment has been repealed in preparation of the Frontier/Stronghold update

The Arnhelm Declaration of Recruitment Standards was a significant treaty that shaped Recruitment in Europeia for nearly a decade. Ratified in March 2013, the treaty prohibited recruitment within the signatory in order to “preserve the ability of user-created regions to grow and maintain a population.” All User-Created Regions (UCR) could participate in the multilateral agreement by ratifying it and becoming signatories.

With Europeia at the focal point of it, the treaty served as a method of unity between the UCRs including Europeia, greatly expanding Europeia’s influence among the UCR community and NationStates at large.

After details of the Frontier/Stronghold (F/S) update began emerging, it was becoming evident that the treaty would no longer be relevant during the age of F/S recruitment, where UCRs who became Frontiers would be eligible to receive new spawns. Recognising this development, the government began the abrogation of The Arnhelm Declaration of Recruitment Standards.

President Rand released a statement, in which he noted the declining relevancy of the treaty in the F/S era. He also emphasised that Europeia would continue to pursue formal and bilateral relations with friends and allies, including engagement in trust-building regarding recruiting practises. The following Senate discussion was quite straightforward, with many senators recognising the nonnecessity of the treaty. In the next few days, the Senate unanimously voted to repeal the treaty.

After the introduction of F/S on April 17th and Europeia’s transition to Frontier on May 1st, the region has steadily grown in terms of nations, with 1,450 and counting. This growth comes after a slump period, which saw a sharp decline to about 670 nations, the lowest number in years.

Moving forward, the NationStates community will have to wait to see the post-Arnhelm dynamics and how they will shape recruitment in Europeia in the F/S age.
